Legislative Update: Bill Tracking Alert
The Texas 89th Legislative Session is moving full speed ahead and education-focused bills are rolling in! We're keeping a close eye on several key proposals that could impact our district. See highlighted bills below. We are tracking these bills closely and will update you when it's time to take action!
Take Action, Dragons!
Carroll ISD OPPOSES SB 686, now under consideration in the Texas House after passing the Senate. This bill removes local control by making open enrollment mandatory for every school district in the state of Texas and would force Carroll ISD to accept any transfer student from outside the District if a school has capacity. It puts property values at risk by devaluing the investment families make to live in Carroll ISD, creates significant administrative burdens with no additional funding, and threatens the quality of education for current students. Please visit takeactiondragons.com to quickly send a message to our legislators and urge them to oppose SB 686.
HB 2764 – Transparency in school finance - this bill would clearly separate local recapture dollars from state funding for increased transparency for taxpayers and is pending in the House Public Education Committee.
SB 568 – Increased funding for special education - this bill is has received testimony and is now pending in the Senate Public Education Committee.
SB 26 – Teacher Pay Increases - this bill has been approved by the Senate and will now move to the House. It would provide raises of $2,500 - $5,000 for Carroll ISD teachers, dependent on tenure.
HB 2 – Basic Allotment & Compensation Increases - this bill has proposed an increase to the basic allotment, as well as additional compensation for teachers, counselors, nurses, and librarians. It also makes significant investments in special education funding. Though it hits on key funding needs, there are many components to this bill which will go through amendments. It is currently pending in the House Public Education Committee.
